Well no.

Later on in the article, you pinpoint NATO as a vehicle for US hegemony. So exactly - not’s not a ”unification” tool. It’s a tool for pretending there is a “coalition” rather than an US-driven military action - and thus avoiding legal context of sole aggression that would subsequently have US officials facing charges that normally land people at the ICJ at the Hague. Not coincidently, the US refuses to sign up to subject its military and political leaders to the jurisdiction of the ICJ.
